How it all started
In 1967 six Houghton residents set up a project to provide an area for sports and recreation for the village. They put their own money behind a plan to buy the current field (7.8 acres). To ensure proper management of the Field a legally binding Constitution was written and brought into force. This defined the Field as a Charitable Trust to be managed by a Trustee body called Houghton Field Association (HFA).
The Constitution defined:
The Ownership of the land (lodged with the Charity Commissioners)
The constitution of the HFA Committee (8 elected members plus representatives from 15 Village Organisations)
What the Field committee can and can’t do with the Field
The financial management of the Field
The Field Committee then raised money over the next 10 years to pay off the loans used to buy the Field.
The Present Day
An AGM is held every year at which any Houghton Parishioner over 18 can stand for election as an elected member of HFA committee if proposed and seconded. A vote at the AGM then elects the 8 elected Committee members, who together with the members nominated by village organisations form the HFA committee for the next year. The committee then elects its Chair, Secretary and Treasurer. This Committee then has a mandate to manage the Field as it sees fit within the bounds of the Constitution and its status as a charitable trust. Any major developments e.g. large capital projects, changes to the Constitution, selling the Field etc. have to be put before an EGM at which all Houghton Parishioners over 18 can vote.
Parklife is a part of HFA and raises funds to provide and maintain facilities for the young people of Houghton.
